Added Summaries Page

I have added a Summaries page, which acts as a table of contents for many of my articles.  The tagging system works well enough, but sometimes it’s nice to have several articles listed together for easy clicking.  So, the Summaries page now exists.  I’m sure there’s a style sheet that could pull something like that together easily, but I don’t know of it, so I create it by hand.  It might not track exactly what goes onto the main page.
